Citi PayAll has launched its 2026 income tax promotion, which offers an effective admin fee of 1.9% for tax payments, and 2.4% for non-tax payments, with a minimum total spend of S$6,000.

While the rate for non-tax payments is relatively unattractive, the good news is that you’re not forced to do any non-tax spending. You can focus entirely on tax payments, and depending on which Citi card you hold, achieve a cost per mile as low as 1.19 cents.
On top of this, cardholders who charge at least S$8,000 to Citi PayAll during the promotion period will receive an S$80 eCapitaVoucher — no “first X” shenanigans here!
This is a solid offer in my opinion, and much better than last year’s, which had “forced spending” on non-tax payments, and imposed an eligibility cap for eCapitaVouchers.
Do note that this promotion only kicks off tomorrow (17 April 2026), so hold your horses!

Citi PayAll’s promotion for the 2026 income tax season offers eligible cardholders:
- A 0.7% cash rebate for tax payments
- A 0.2% cash rebate for non-tax payments

Eligible cardholders refer to principal cardmembers of the following cards:
- Citi ULTIMA Card
- Citi Prestige Card
- Citi PremierMiles Card
- Citi Rewards Card
Where applicable, both the Visa and Mastercard variants of each card are eligible (though keep in mind the Visa versions don’t have long left).
Payments must be set up between 17 April to 31 July 2026, and charged by 6 August 2026. If you set up any payments before the commencement of the promotion period, you might want to cancel them and set them up again so that the amount will count towards the minimum spend, and qualify for the cash rebate.
Cardholders must charge at least S$6,000 to Citi PayAll (in any category, tax or non-tax) on a single eligible card, in one or more transactions. If they charge at least S$8,000 to Citi PayAll, they will receive an extra S$80 eCapitaVoucher, on top of the cash rebate.
There is no cap on the number of customers who can enjoy the cash rebate or eCapitaVoucher; so long as you satisfy the rest of the criteria, you’re guaranteed to get it.
However, the cash rebate is capped at the first S$150,000 charged, so depending on your overall mix of tax and non-tax payments, that’s equivalent to S$300 to S$1,050.
If you spend on multiple cards, only the card with the highest accumulated spend will enjoy the cash rebate. In other words: stick to a single card!

What’s the cost per mile?
Citi PayAll’s regular admin fee is 2.6%, so here’s the cost per mile on the four eligible Citi cards, for non-tax payments (effective fee = 2.4%) and tax payments (effective fee = 1.9%).

Keep in mind that the cost per mile doesn’t yet account for the value of the S$80 eCapitaVoucher, or the two limo rides you could unlock on the Citi Prestige Card by spending at least S$12,000 in a calendar quarter (which includes Citi PayAll transactions).
Is it worth it?
Unlike other Citi PayAll promotions which boost the earn rate while keeping the admin fee the same, this promotion keeps the earn rates the same while cutting the admin fee.
This means that some cards will be better than others. I’d certainly avoid using the Citi Rewards Card, and focus instead on the ULTIMA, Prestige and PremierMiles, in that order.
While CardUp’s 1.73-1.75% promotional fees for income tax payments could offer a lower cost per mile, those codes are only available for Visa cards. If you have an eligible Citi Mastercard, then Citi PayAll offers the best deal on the market.

When is the rebate credited?
Cardholders will need to pay the regular 2.6% fee for Citi PayAll payments made during the promotion period.
The 0.2% or 0.7% cash rebate will be credited within 10 weeks from the end of the promotion period, i.e. 9 October 2026.
Obviously, if you cancel your card during this period, you’ll lose your rebate as well. If your annual fee is due before the crediting date, consider carefully whether you want to renew your card for a further year (especially if it’s the Citi Prestige or ULTIMA!).

Citi Miles, and Citi ThankYou points earned on the Citi ULTIMA and Prestige Cards do not expire. Citi ThankYou points earned on the Citi Rewards Card are valid for up to five years.
Citi PayAll transactions count as qualifying spend

Citi PayAll transactions will count towards the qualifying spend required for welcome offers and card-related benefits, provided the service fee is paid.
This means that you could use your Citi PayAll transaction to meet:
- The S$12,000 quarterly spend required to unlock 2x limo rides with the Citi Prestige Card
- The minimum spend required to earn the welcome bonuses for the Citi Rewards, Citi PremierMiles and Citi Prestige Card
Speaking of limo rides, if your tax bill is large enough, it might be ideal to time your payments to span across Q2 and Q3, so that you can spend S$12,000 per quarter and unlock a total of four limo rides.
Citi PayAll transactions also count towards the aggregate sum to which the Citi Prestige’s Relationship Bonus is applied.

Some categories are rather nebulously defined, which means it really isn’t difficult to find something to pay.
Just remember, however, that Citi PayAll T&Cs explicitly prohibit you from sending money to yourself, or using it as a cash advance facility. In other words, whatever payment you make must have some underlying economic substance.

Conclusion
Citi PayAll’s 2026 income tax promotion offers a cash rebate of 0.2% and 0.7% for non-tax and tax payments respectively, reducing the effective admin fee to 2.4% and 1.9%.
My recommendation is to ignore non-tax payments altogether and focus on just taxes. Charge at least S$8,000 to qualify for the S$80 eCapitaVoucher as well, preferably on a Citi Prestige Card to clock spend towards airport limo rides.
