Citi PayAll offering 0.3% fee rebate for the rest of 2026

From 1 September to 31 December 2026, enjoy a 0.3% rebate (0.6% rebate for Citigold Private Clients) with a minimum Citi PayAll spend of S$6,000 — the weakest offer we've seen yet.

Citi PayAll has launched a new offer for bill payments through the end of 2026, but unfortunately, unlike the last promotion we saw in April, this one is a bit of a nothingburger. 

Customers who make at least S$6,000 in qualifying payments will enjoy a 0.3% rebate that reduces the effective admin fee from 2.6% to 2.3%. A larger 0.6% rebate is available too, but only to Citi ULTIMA or Prestige cardmembers with Citigold Private Client and Accredited Investor status — and even that results in a higher cost per mile than what was possible under the April offer.

If you’re eligible for the 0.3% rebate, as most customers will be, then the cost per mile ranges from 1.44 to 1.92 cents (ignoring the Citi Rewards Card, which isn’t a sensible choice for PayAll promotions that reduce the admin fee rather than increase the earn rate).

It’s nothing to get excited about, but if you have bills to pay, then some discount is better than none at all. Moreover, Citi PayAll spending also counts towards qualifying spend for welcome offers and limo rides on the Citi Prestige, which could tip the scales in favour of participation. 

Citi PayAll offering 0.3% to 0.6% fee rebate

From 1 September to 31 December 2026, Citi PayAll is offering a rebate of 0.3% or 0.6% to cardmembers who make at least S$6,000 in cumulative bill payments, according to the table below.

The maximum rebate is capped at S$150,000, which works out to S$450 for the 0.3% rebate, and S$900 for the 0.6% rebate. This cap applies on a customer level. It doesn’t matter how many eligible cards you hold; you cannot earn more than S$450/900 from this promotion. 

No registration is required, but all bill payments must be set up during the promotional period, with a charge date no later than 7 January 2027. If you have existing billing arrangements that were created before the start of the promotional period, you must cancel and set them up again to be eligible. 

Here are a few important things to remember:

  • If you spend on multiple cards, only the card with the highest accumulated spend will enjoy the fee rebate. In other words: stick to a single card!
  • If you just applied for a Citi card and want to use the digital card, there are limitations on the number of payments and quantum that can be charged prior to the activation of the physical credit card. PayAll payments may be rejected in such circumstances, and won’t count towards qualifying spend
  • It is normal that the Citi Mobile app (where PayAll is set up) displays the regular 2.6% fee. The fee rebate will only be credited later, if the eligibility criteria is met

The cheapest possible cost per mile under this promotion is 1.25 cents, assuming you have a Citi ULTIMA Card and qualify for the CPC & AI promotion.

However, that will be a very limited group of people, and the more realistic cost per mile starts from 1.77 cents for a Citi Prestige cardmember, and 1.92 cents for a Citi PremierMiles cardmember.

Is it worth it?

Well, it’s a lot weaker than previous promotions, let’s put it that way.

With the April to July 2026 offer, Citi PayAll customers received a 0.7% rebate for tax payments, with the same S$6,000 minimum spend. There was even an extra S$80 eCapitaVoucher for customers who charged at least S$8,000.

This resulted in a significantly lower cost per mile — 1.19¢ for ULTIMA, 1.46¢ for Prestige, 1.58¢ for PremierMiles, and 4.75¢ for Rewards — before even taking into account the value of the eCapitaVoucher.

In fact, this is the weakest offer in PayAll history, and the 0.8¢ offers from 2022 and 1¢ offers from 2023 are now but a distant memory.

Sadly, this is just the direction the market is headed in right now. CardUp hiked its fees sharply in June 2026, and its lowest promotional fee is now roughly equivalent to the most expensive promotional fee at the start of the year. SC EasyBill carried out a stealth devaluation just days ago, raising its admin fee from 1.9% to 2.5%. 

The one bright spark is the UOB Payment Facility, which recently renewed its offer for cardholders to buy unlimited miles at 1.8 cents each (1.6 cents if you have the UOB Reserve). Come to think of it, if the highest-earning card in your collection is the Citi PremierMiles Card, then you might as well get a UOB credit card to buy as many miles as you want at 1.8 cents each — it’s cheaper than this PayAll promotion!

When is the rebate credited?

Cardholders will be charged Citi PayAll’s regular 2.6% fee initially.

The 0.3% or 0.6% rebate will be credited within 10 weeks of the end of the promotion period, i.e. by 11 March 2027.

That’s potentially a very long time to wait. If you were to set up a payment this month, you’d be waiting more than six months for the rebate to arrive, during which you can’t cancel your Citi card — an especially important point to consider if you have a Citi Prestige or ULTIMA, where the annual fees can’t be waived.

All conversions have a flat fee of S$27.25.

Citi Miles, and Citi ThankYou points earned on the Citi ULTIMA and Prestige Cards do not expire. Citi ThankYou points earned on the Citi Rewards Card are valid for up to five years. 

Citi PayAll transactions count as qualifying spend

Citi PayAll transactions will count towards minimum spend for Citi Prestige limo rides, provided the service fee is paid

Citi PayAll transactions will count towards the qualifying spend required for welcome offers and card-related benefits, provided the service fee is paid.

This means that you could use your Citi PayAll transaction to meet:

  • The S$12,000 quarterly spend required to unlock 2x limo rides with the Citi Prestige Card
  • The minimum spend required to earn the welcome bonuses for the Citi Rewards, Citi PremierMiles and Citi Prestige Card

Citi PayAll transactions also count towards the aggregate sum to which the Citi Prestige’s Relationship Bonus is applied.

Some categories are rather nebulously defined, which means it really isn’t difficult to find something to pay. 

Just remember, however, that Citi PayAll T&Cs explicitly prohibit you from sending money to yourself, or using it as a cash advance facility. In other words, whatever payment you make must have some underlying economic substance.

Citi does not usually request for receipts or invoices when setting up a PayAll payment, but they reserve the right to later. If they decide you’ve done anything untoward, they can claw back the rebate.

Conclusion

Citi PayAll has launched its second major promotion for the year, which offers a 0.3% rebate for most customers, and a 0.6% rebate for a selected few.

Either way, it’s the weakest offer we’ve seen yet — though it does track with where the overall market is heading. For many years, banks have splurged on cheap miles to get customers used to paying bills with their credit cards. Now it’s payback time!

Don’t forget that a minimum spend of S$6,000 on Citi PayAll is required, and an overall spending cap of S$150,000 applies. Also, you won’t see the rebate until February next year, and it will be forfeited if you cancel your credit card before it arrives.
